Bowie State University
Challenge
Our nation’s poverty level has long been an obstacle for government officials. In August of 1996, the welfare reform law was passed. This program dramatically changed the nation's approach to supporting needy families. Following the passage of the 1996 reform law, welfare caseloads sharply declined. Participation in work and work-related activities by welfare recipients increased considerably. Bowie State University is one of the many educational institutions that took the initiative to contribute to this turnaround. Bowie State was awarded a grant from the Department of Labor to train 150 incumbent, dislocated welfare-to-work recipients. Bowie State enlisted the assistance of LTC to design a program that would provide a new level of technology and workplace advancement for the recipients.
Approach
In July of 2001, LTC was selected as a training partner with Bowie State University. LTC’s goal was to design a training plan that would equip welfare-to-work recipients with the skills and technological knowledge needed to secure employment. After careful analysis, LTC then constructed a comprehensive training outline that would train and certify the welfare-to-work recipients on Microsoft and A+ software.
Result
After undergoing Microsoft and A+ training and certification, 150 welfare-to-work recipients were then placed by LTC and other organizations in the workplace.
